I like Forever 21….but I don’t know about this particular dress…need to see it on a model or something. It looks weird here.

I think the featured top is terrible. The style looks like something a grandma would wear, and the print looks like something a second grade girl would have on her umbrella. In general, I think Forever 21’s clothes are unattractive - they try to be edgy and just end up looking cheap and ill-fitting.
